Telling someone to spend all their maint/capex/or cash flow on an unnecessary weekly service...then even worse, to dip into their own pockets for a $10,000 fence to stop leaves from blowing, is just about the most ridiculous thing I've seen you post.

I have one company that I work with now that is that way and it is ridiculous and I am thinking of dropping them as they do not reimburse me for expenses on time (or at all) and they will not accept offers that are the best they are going to get.
