I have had one since i was 18 and have done THOUSANDS of what you would call wholesale deals ( of course closing on them all never assigning)  and having the license has never been a hindrance the only way i see it being a hindrance if your just flat out lying to a seller about what their property is worth and taking unconscionable profits that can get you in trouble license or not.

It sounds as though the refinanced property will hold its own for the most part, so everything comes down to the deal in which you put those funds.Put that money into a solid cashflow producing asset and you're golden.Put it into something else and...well... don't.
