It is hard to find deals that meet the 1% rule here though.

I would meet with them once, ask them questions and hire them if they answered them to my satisfaction and could start immediately.

So the nightmare scenario is a huge set of fines rendered long after he's gone & I have no leverage to get recouped.Any advice on how to get the HOA to meet a deadline for a fine decision when there is nothing in the bylaws compelling them to?

All of the above, plus you might want to check Meetup for info about the Self Directed Investors meeting, which usually involves REI to some extent.

I've had two people who I connected with but after our first meeting both told me how they disliked real estate as a holding.
