When you submit your offer, make sure you have a due diligence period that gives you enough time to do these inspections.Once you get the property under contract, have the septic company do their inspection, have an engineer visit if necessary and get your property inspector out to do a full property inspection -- if he is concerned about a major plumbing issue or mold issue, you can get those specialty trades out to take a look and give you an estimate.If it turns out there is a bunch of extra work in these areas (or ANY areas) that you didn't expect, you go back to the seller and basically say, "Hey, there were hidden defects that I needed to bring in specialty contractors to evaluate, and here are the reports they provided.

@Alden Zuck I have seen a lot of these programs this one does not sound very different to me, you can learn most aspects of wholesaling online for free and save the $5,000 to put towards marketing.

Major renovations are planned: new roof, new HVAC, tearing down walls to increase HLA, licensed contractors on the premises, and some earthwork around the house to prevent rainwater drainage going through the house foundation.Thank you in advance!

@Mark Ainley If its under 6ft and not masonry anyone with a GC license can pull an easy permit online (assuming the property is not owner-occupied, otherwise the owner can do so).

@David S.The best way to is to constantly network with brokers and search through listings online. 

I did some digging online and found a Use permit completed and appears to be approved...
