At the very least, you need them to respond in writing to this situation.I've never looked into this but it looks like the State of Illinois requires movers in the state to be licensed by the State of Illinois:  https://www.icc.illinois.gov/authority/household-goods-movers  Perhaps your state requires the licensing of movers and that Agency will have up to date information, perhaps information about the insurance company they use.

you should be able to inspect it before finalizing purchase, don’t expect any repairs to be made. once you agree on a price it goes( hopefully) to a closing  agency for the transfer of title and then the seller and wholeseller get their money, state taxes are paid and title gets transferred to you.

I would never lie to a government agency and i feel like I'm getting "punished" instead of the one who actually lied.
