(But I probably will--but I will do the asbestos inspection as part of due diligence, and make sure that the numbers work with the asbestos abatement before we close--I just can't make it a habit of letting those numbers surprise me. 

I have a rental available and was contacted by a New Jersey (NJ) organization called Bridgeway Community Partners in Mental Health aka Bridgeway Rehabilitation Services.It sounds like they send out their own inspector to ensure habitability of the property and then they pay for security deposit and monthly rent until tenant gets on their feet.

(Of course within reason and without causing harm to others ) With regard to landlording and collecting rent I will think twice before meeting with tenants.

Why would it even be a question to potentially harm and overdraw a good tenant?

The security deposit has nothing to do with her claim that your negligence caused her son harm.

Don't make a habit of taking notes for option consideration because the likelihood of collecting is as likely as the federal govt operating at a surplus5) Not sure what you mean by the "5% rule"

Lastly, they have more guidelines to determine what is "habitable" conditions.
