Well, not the agent, but somebody from the insurance company can come out and do an exterior inspection at any time, without any warning.

Everyone tells me to fight this with ComEd, however I have been warned this will be a struggle.Has anyone ever had this happen to them before or dealt with ComEd on anything like this?

Just a friendly warning:  rent is not guaranteed because of a lease. 

After the second incident I gave them a warning letter stating that if they don't stop the excessive noise, swearing & yelling I will be calling the police & evicting them.

I was hoping there was a way to warn other landlords.

If they were howling at the moon at their last residence, whether on meds or not, and this resulted in bothering other tenants and getting warnings from management, etc., you don't have to rent to them.You deny based on behavior and ability to pay - not they "type" of disability they have.  

If you become aware someone is sleeping in a non-legal bedroom, issue a written warning and have them sign it agreeing to stop immediately.

So that's some useful information I'm using to plan ahead as a warning sign.

First time give a written warning advising late payment will not be tolerated. 

The move-in form is regarding the current condition, not as a warning about future condition.
