If you don't want to invest the time to learn and are trying to offload it to a PM with the idea that you will learn from them, I'm not sure you will be too happy with the outcome unless you get lucky. 

@Theresa Harris I think the 24 hour cut off is a grat idea adding urgency to the process.

Savings How did you add value to the deal?

Or go to HUD and see what properties they have info on to get an idea of where people are using their vouchers.  

They show you potential savings - if everything works in your favor.

The primary reason for rezoning (aside from complying with laws) is that it did save tremendously on taxes.

Im not sure if that's a good idea.
