West 7th might be worth the risk, the residents are on the poorer side but there is alot of buzz about it being an up and coming neighborhood for young hipsters, similar to north east Minneapolis (The area is quite nice along the river, its stated things started turning around after some notorious landlord in that area lost everything).

I was floating down the Bitterroot river last june with my banker ( annual fishing trip)... and we were chatting between hatch's  bugs were not cooperating.I was telling him about this phenom on BP about owning rental properties and that somehow people think its a passive business..

Yes the HOA fees really can change with no control on your end. i like Thousand Oaks, Oxnard and Simi Valley even oak park.
