Find someone that will hold you accountable to start taking action and set a penalty if you don't. 

I'm in Canada, but if you sell a property and buy another one within a set period of time (it is short), you can transfer the mortgage to avoid paying the early termination penalty. 

And doing so means the taxpayer is underpaying SE tax, potentially underpaying income tax, and opening themselves up to penalties for a frivolous tax position.

That's a decent rate for a portfolio loan I would just wonder if is has a soft or hard prepayment penalty. 

With the Cares Act, there is more flexibility for withdrawals and there could be an option of a penalty fee withdrawal.

If he's unhappy there, give him the one time offer to get out of the lease (he can be out by the end of the month) with no penalty. 

Remember it’s a loan so no penalties.

I will suggest having a strict late fee penalty in your lease agreement going forward.

It is not a blanket automatic protection, there are exceptions, many MANY exceptions and a tenant MUST qualify and formally make declarations and submit for the protections, under penalty of law for any false representations.
