Given the many trillions of dollars of government money used to bailout everyone, where there apparently is little oversight, UBI would seem to be more efficient and direct.

For parts of Illinois that are not governed by any specific municipal code, it appears that a common meter is not necessary as long as the tenant knows what common area electric usage they will be liable for PRIOR to entering into an agreement with the landlord.

During times like now, you may need more; however, the government looks like it might step in this time. 

Was there a lot of resistance or red tape from the tax assessor's office or whoever handles refunding the overages, or did a government agent start investigating you as potentially gaming the system?  

But definitely read the fine print of your contract.

If the company was not able or didn't exist anymore the government steps in and remediates with funds that are collected from coal mines, quarries, different businesses that pay into these remediation accounts for situations that arise.

My company used to do a lot of urban (ghetto) rehab work for the local government so you can guess the places were nasty.

I own 3 four plexes and none of them are on the traditional government backed loans, meaning they don't count toward my 10 max allowed.

Therefore in “government fashion” it provides incentive for me to seek those payments being willfully withheld THROUGH the tax breaks on Schedule A.
