Does government regulation become an issue?

I feel that if I don't come out of this quarantine with a new skill, a new side hustle, or more knowledge it's never that I lacked the time...it's that I lacked the discipline.During this time I am re-writing, game-planning and attacking personal and professional goals, rekindling old relationships, and looking to establish new professional relationships.

Rules and regulations are prohibiting me to get a legal duplex. another strategy you can go for is student housing.

A lot of my tenants are on social security or some other already established government subsidies, and the same people that always pay late, still pay later and ask "what are you going to do for me?"

How did you establish your rental rate? 

From what I can gather, there has never been an established HOA so there are no records or anything to review.

How can I find information about "rent by the room" regulations if they exist?

My question is since I work in Europe and my work causes me not to live there for a big part of the year, would I still be inside of the FHA rules and regulations as using it as my primary residence?
