I'm leaning towards the purchasing of "essential" small-businesses (like micro) mom & pops that were on the margins before this and just aren't able to handle the stress of this current situation and want out.

Lower end markets are being hit FIRST. but I think they will rebound quicker and easier then the mid-high end markets. for instance the people who are employed in those lower end markets are also some of the highest rate of "essential" workers. so I think what will happen is the mid-high end markets are going to suffer from lack of consumer spending that will likely come from wage loss from people in those 2 lower classes. the owners of those consumer goods and services will suffer.

I've worked on several tear down and rebuilds in La Jolla and generally they are getting all new utilities anyway, so a bad sewer/water is already accounted for essentially.

If the tenant refuses to honor the 30 days notice, you are essentially in the same position (and the tenant may even stop paying!).

For SFH, we make sure we have quick re-key locks, but that's about it.For short term, vacation, etc, I would say it's essential.
