As you stated commissions have always been negotiable, this doesn't change that. 

I'm not married to Florida, so if Florida is not feasible what other states or areas should I be looking into? 

Putting together a team out of state is hard enough as it is, but learning REI and building a team from a distance at the same time could be a recipe for disaster.

PA has a ton of title companies in the state, so I am sure there ones that can also assist with getting a policy.
