If it was me honestly I was thinking if it would be cheaper in the long run to replace the hvac with just window units or in wall units that can be controlled via remote.

I've built fences, adding an egress window come spring thaw to make another legal bedroom, etc. excess is also being saved for another down payment on another property.

While I might think replacing the appliances in a particular unit is the number one thing that needs to be done, they may have leaking faucets, or a drafty window as their number one pet peeve.  

You'd adjust depending on everything that needs to be replaced....brick or wood siding, central A/C vs window units and baseboard heat, carpet vs vinyl flooring, etc.
