I’m familiar with this since a lot of  city’s in MA have this same restriction but someone who knows more about Boston can confirm this.If you have a problem with what they are doing you can call the building department and just tell them your tenants complained about construction noises in the apartment above and you wanted to see what permits have been filed.

One of the fellows I work with consistently is an insurance adjuster and they normally try to find any reason to cover you and pay you for what you're complaining about, because they don't want you unhappy and it's not their money.Good suggestion to maybe call the State Insurance Department though.

I tell them until the bank opens up a pity department to hear my excuses.... then I do not want to hear theirs....still in all life happens and still have to understand they have to pay their rent on time
