People that try try to negotiate on the basis of providing less paperwork are historically not a good use of time (it's also not a good use of their time, as they aren't truly emotionally ready to get a mortgage), so everyone's sending me tax returns, period, and I'll submit (or not) as/if needed.

I explained my plan was that if the numbers worked out and I was able to get the home, then I would agree to giving them the first opportunity to bid the home, and I would definitely pay for the time it took to write up a rehab estimate to submit to the lender.

I would not submit a pre-approval letter that shows higher than you are currently bidding, no matter the list price, unless for some reason you really want them to counter at the price shown on the letter.

Additionally, the condo association's master insurance policy may also deny any claim you submit as unauthorized/unapproved work and refuse your claim, then turn around and redo all the same work with their own approved contractor.Be aware of the risk if you take the initiative to do repairs yourself.
