If no budget concerns and you can buy slightly more expensive homes I would look at the top states currently being relocated to and choose a sub-market within that is slightly on the outskirts so that you can grab something of good value and have the city grow into your area for long term appreciation.

While this may exempt it from being classified as a rental activity, active participation remains a requirement, necessitating compliance with three tests: spending 500 hours on the property, dedicating at least 100 hours (and more than any other participant), and performing all the necessary work needed.Additionally, long-term viability and consideration of depreciation recapture are important concerns.

i'd try to get to the bottom of why he DOESN'T want to seller finance. if it would be more optimal tax-wise, if he'd make more money on the sale overall, if he wouldn't have to handle a large lump sum, if he'd be getting true 'mailbox money' that his children would then get... what is he concerned about?
