The ability to use the stimulus bill to bolster cash reserves is enticing, but I personally think it needs to be a well defined process in writing to make sense for me.

I don't know the rules in Chicago, but if the tenants moved out and it is empty I would contact local non-profits and churches and work with them to see if they can help people move in at a reduced rate and cover power bills for 3-5 months.  

I'm totally against handouts but once the bill is passed, I think it's best o play the game.

It has many uses such as collecting rent, screening tenants, charging late fees, sending bills, advertising Vacancies...

You can not change the bill that was passed. 

My property manager advised that duplexes and SFRs can have tenants pay for their own water, lawn, snow bills. 

Fha loan, $5000 total got me the keys. 3 bed 1 bath with unfinished walkout basement I live in 1 bedroom, rented a room out January 1 for 400 a month furnished all bills included, so far tenant is good.
