Regarding your question, I think you should find the best VA loan specialist in the local area and pick their brain.

Next I would work on networking - start connecting with people that have already been successful at what you want to do and pick their brains.

Otherwise, there does not appear to be a win-win solution and you are likely going to have to just pick which solution feels the least painful to you.

Under normal circumstances, I’d do the cash out refi, but I’m tempted to suggest getting this larger line of credit and maybe investing in a cheaper market and seeing if you can pick up some better deals by offering cash, then refinancing out of those instead.

How much land did you buy and can you use it as a recreational use until you are able to build?

Hi @Tien Nguyen,I'm a new-ish investor and have read a ton of books and my first advice is that you'll probably want to read more than one - so just pick one to start with and go from there!  

The Media here in Portland is just now picking up on how terrible govmit handled all this homeless and Peaceful protesting.. 180 degrees from the media backing defund the police last year. 

Picking a lender/agent/property manager can be like finding a needle in a haystack.

Its not like there is a plethora of places for them to pick from to live with inventory so low. 

Sometimes it can be well worth your while to pay an experienced professional and then shadow them while they perform the work so you can pick up on their knowledge.
