If the purpose of painting the unit is to make it fresh and "new" for a new tenant, why would a landlord paint while the current tenant is still occupying the unit? 

In some cultures leaving a door or window open for fresh air, even in winter, is common.Actually the list of cultures with open window and open door behavior is quite extensive.

If it's just dirt, I would dump out a few packages of baking powder.

I would sprinkle baking soda onto the carpet and vacuum it up before showing tomorrow
