Full disclosure, all cities have them problems, and I've invested in four major cities, but Detroit seems to be at the top end of problem cities (crime, employment issues, tenants who know how to work the judicial system, bad property managers, etc., etc.).

Re: accredited investor, I'm not licensed in the US, so this is not legal advice, but investors in a fund that is not subject to disclosure requirements would generally have to rely on an exemption from the prospectus/registration statement requirements.
