However finding motivated sellers is one thing but knowing what to do with them is quite another, perhaps you should study creative financing, nothing down techniques, making offers using a skinny contract, hybrid offers, front porch clauses, delayed settlement, public auctions - Are you ready to do business, do you have all your contracts forms and disclosures at hand, and ready to make offers?

Full disclosure, all cities have them problems, and I've invested in four major cities, but Detroit seems to be at the top end of problem cities (crime, employment issues, tenants who know how to work the judicial system, bad property managers, etc., etc.).  

You want to go in with full disclosure and eyes wide open.

A judge can compel disclosure without doing that.

Re: accredited investor, I'm not licensed in the US, so this is not legal advice, but investors in a fund that is not subject to disclosure requirements would generally have to rely on an exemption from the prospectus/registration statement requirements.
