In terms of solution, the best solution is to get rid of the panel and have those circuits on the main panel or move the subpanel to a safe and accessible place.  

Although not known for being a safe area, just stay aware of the East Side, you will find better cash flow in those areas with lower but still good appreciation.  

There will also still be subprime loans available through non-FHA lenders, but I think its safe to say that they will be a lot harder to come by.
