Just get rid of the dated awnings (as you planned), refresh the shutters- a very dark green perhaps?

Instead of driveway issues (your car blocked mine) it would be more petty like he stole my food, they don't split toiletry costs equally, loud music, smoke, bathroom doesn't get cleaned, or someone pees on the seat, etc.

Your pictures are dark, it helps to lighten the photos to give a property a clean, new feel.

Had that happen back in the 80's when water was 'cheaper'.Unless there is some magical place where each unit is plumbed separate(highly unlikely here),,,no way to tell who uses what amounts of waterI ask for concessions too and received zip,,,they dont care,,,they treated all the waste water,,,they did all they need to.Those alarm things wont work too well,,,how many times you see smoke detectors with battery pulled??

One unit appears to have had a grease fire on the stove and there is evidence of smoke damage on the walls.

If you did not have representation yourself, then this is probably why your in the dark.

I know that pot is legal in CO and homeowners have the right to smoke in their place, so I don't see a conversation with the neighbors being fruitful or appropriate. 

If so, that guy is trying to get a hold of everybody and his numbers are smoking crack.
