I think that if a second "bed" was going to allow more people, the unit is too small to accommodate that comfortably. central HVAC would be a nice feature though.

@Griffin DoningerI guess it all depends on how much you want to put into it.I would 100% add a meter and wash my hands from having to act as a electrical company as it may cause arguments between you and tenants on many levels.I would also rip out the radiators and replace it with central AC/heating units as you have good access to both floors (from above and below).
