Talk to your realtor to pass on the message to the seller about this unacceptable behavior.

I did just leave a message for the upstairs tenant letting her know the mention it and asked if she had rugs/rug pads. 

so when I'm the sole voice saying "I dunno, maybe, actually no, this does NOT make sense, you shouldn't refinance if you're going to sell the home in 9 months (or whatever it is)" I very quickly become the go-to mortgage fact checker for that person's entire sphere of influence.

That said, I suppose there could be some state or local association restrictions regarding that, but I have not read or heard about any in the message boards or appraisal groups.
