It will cost me a bit more since the Northern NJ market is more expensive than the Northern VA but the quality of tenant will be much better and I think the returns will be in line maybe slightly worse but I will have the peace of mind that I can visit the property if there are any repairs, etc...

Check that there are no major issues with the infrastructure or environment, as it would be hard to address those from a cash flow of a park of this size.There are quite a few good things about the  park - city water and sewer!

As others have mentioned, I'd get proof of remediation for peace of mind for you, your renters if they ask, and for your future buyers when you sell.
