I am now in the research phase and want to start putting in offers.

Once the Market Analysis or BPO is completed you will be able to determine if the project is feasible-  and if it is, then you and your Project team can complete the Predevelopment Phase that will include architectural drawings, site plan, elevations, construction estimates, soils and environmental testing, just to  list a few. 

I did have a concern when I went through the cold feet phase of being under contract.

Based on the rounded tops (and bottoms) that these indicators exhibit, my forecast is that we are beginning the next phase in the market cycle.

Has there been a recent phase one on the property?

I called around for each phase and depending on how big of a project are you talking about is important as well.
