It's simple for me - I sit down and talk to the tenants prior to closing (this is with the seller's permission via my contract) and work it out (or not) that the problem will be gone before I close.  

By the time they hit the MLS, everyone already knows about them and the best deals are already cherry picked prior. 

In CA as long as your are not soliciting as an agent/broker, marketing as an agent/broker, selling as an agent/broker, and you actually have properties under a signed contract (from all required parties) with the and/or assigns clause, you can transfer your equitable rights and interest in the contract to an assignee.Consult with a professional attorney prior to engaging in any activity tho.

If you wanted the previous owner to deal with it it should have been resolved prior to closing.

I would say that prior to doing any investing save some money, you will need actual cash not just monthly cash flow to invest in most cases.  

I have 2 recommendations: 1) make sure you understand cap expenses prior to purchase. 

If the mechanic's lien shows up, it has to be cleared prior to closing.
