If you do a 1031 you can defer the tax, but if you don't you could end up with less cash by selling than by refi.Rather than use the amount of equity or the relationship between appreciated price and rent, I'd use other criteria.Around the end of the year when accumulating data for taxes, I take a look at the relative profitability of a property.
