Never seen the basement without water but my husband grew up down the street and he says a lot of the homes had flooded basements and people had to fix.

This city does not have any bad areas (relative to most major cities), people who grew up here will say certain areas in the south part of town are "rough" but being from outside of Cleveland and having spent a great deal of time in Chicago/Toledo that tends to make me laugh.
