If I read your post correctly, there is a main meter that is read and a submeter that measures what goes to the second unit.

Also keep in mind that at least the time I read the rules an owner had to reside within X number of miles of the city and if they didn't they had to hire a local PM.

They had the appraisal for almost four weeks but told me I had two business days to make repairs and get it reinspected.
