Also, if you want to consider the Fannie Mae Homestyle loan it is a less restrictive loan if you qualify for it. 

And since the project will create jobs and huge property tax and sales revenue streams for the state, county and city for years to come it's in the city/county/state broad interest to go along with a large project.On the other hand, getting a permit from the city to rehab or build a couple of units  on a lot that is already properly zoned and has right deed restrictions is quite doable.

I haven't renewed my license in 2 years and obviously that restriction has changed LOL.

These 4 things are relatively cheap/free and aren't restricted by your age!  

There's plenty of 3BD+ SFH in the sub $500k range that are perfect for an owner-occupant with 2 roommates and ADU potential (there's . a very informative PDF on the City of Oakland's website about ADU restrictions).

All those might be interested  in any restrictions that may be needed to know and/or City Inspection required.
