They mention that "the Board Of Directors will require an inspection of the unit to ensure that the hard flooring has been completely removed (not covered over with carpet) and wall-to-wall carpeting has been installed".It seems like the neighbor downstairs complained of noise from my tenants walking in the condo.

@Chris Fentiman Although it’s been about 20 years now so figure in some additional costs for price of materials and labor increases and inflation but I reroofed an 8000sq ft 3 story Tudor style house for about $20,000 removing shingles and replacing plywood as needed and laying an underlayment.

Inspectors don’t know or care about opening walls, removing wallpaper, painting things, new cabinets etc.
