The old tiered system has more or less been replaced w/ a new TOU (time of use) system. 

You are only replacing the existing loan balance. 

The main problem is the water lines need to be replaced.

Also had someone overflow a bathtub that got onto the carpet in the room next to it and we had to have that replaced as well due to how saturated and stained it was.Never heard of many people having good experience with carpet when it comes to renters.
