This is a more obscure area of law that I don't work in on a regular basis but here is what I understand about DOJ ROR:Essentially, the ROR is in place because there is a tax lien on the property (most likely federal).

@Mindy Jensen thanks for posting.If the problem is minorities being targeted and prosecuted unfairly, maybe the federal government should look at their own court system and judges.

The only thing that I would add to his response is to keep in mind in that in a 1031 exchange, the capital gain calculation is reversed such that the IRS looks at every dollar taken out first as gain plus ( Federal and State level)  along with any pro rata share of depreciation recapture and then basis.

I am no economist (in fact hated that class in school) but if you look at the amount of Federal debt, the fact that Social Security and Medicare are running out of money, that to keep the economy propped up the Fed just prints more money, I have to agree with these more fringe prognosticators that we are in for a correction in the near future.
