There was some minor unexpected repairs needed and a leaking toilet that wasn't discovered for a while (no submetering) combined with 1/6th of the HOA dues missing for over a year it adds up.

For example, when our maintenance guys recently discovered dog urine on a tenant's carpet, we issued a $25 lease violation and required them to clean it up.That said I don't know the laws in Virginia and your lease may or may not allow for such measures.

In Kansas City we walk the applicants property that they are currently living at and by doing this we are able to discover if the applicant has maintained their current property the way we want them to maintain ours.
