Social and Health Services would get $6.4 billion, the Health Care Authority would receive $4.4 billion and the state's colleges and universities would receive $3.4 billion.The governor wants to levy a 7 percent capital gains tax on earnings from the sale of stocks, bonds and other assets above $25,000 for individuals and $50,000 for those who file jointly.

For example, if you are looking for rentals, one might try near a College/ University.  

@Carl Carlson As a university student interested in pursuing a similar avenue to what you have, I have to ask: what issues have risen with your tenants that are the result of their status as students?

There are still a lot of properties available that are in dire need of renovation - but they will need COMPLETE renovation.I like all the university areas, but you'll have to really work at finding something in that price range - but if you do the legwork, I think you can find something.
