This is going to be an ongoing fight for you so I would recommend getting a better deal on the house because eventually as you become more seasoned time is your biggest asset, not money. 6000 for a full replumb is low in my opinion.

The second property is owned by an older gentleman who is spending more and more time in another state taking care of his mother who is in bad health.

Are you aware of any lenders with a short seasoning period ( no more than 6 months) that will refinance off of the appraised amount and will do a cash out refi?

Perhaps I'd be better off letting it season for another year...and just use cash on hand now to buy one more house then a couple more next year.

You can actually cash out refinance before the 6 month seasoning period with the delayed financing exception.
