If it was the rule rather than the exception (which pretty much everybody would know thanks to the internet and social media), there wouldn't be that many people investing internationally today. 

If you are not attending and socializing with the HOA they take it personally and you have a target on your back.Good luck.

Sounds like the best plan is to work with and through the GF & Social Services to get him committed to a program that will address his condition. 

If you indicate in the status report that there is no break, fix the door and reclaim the tenant.

If someone tells me their dog is an "outside only" dog they are automatically eliminated, because that usually denotes an animal with very little attention, on a chain or in a pen, a yard that's not regularly cleaned, no socialization, barking problems, etc.
