This is a property that she inherited from her parents with no loan owed on it.

Or would you just pass on the deal without meeting with the tenant because of the risk of inheriting a non-paying tenant who used to own the property and doesn't want to leave?

As the inherited tenants moved out, we upgraded the units and went no pets.

Only word of advice is never decide based on inherited tenants. 

I think she inherited the house, and she has been living there off and on for a period of time, but she says it was only the last 8 months that she's lived there.Would the use of any entities - land trust, LLC, etc help?
