It's a contract covenant, not a rule or law and it is only enforced at the option of the broker.As I said before, ask a potential client if they are working with a Realtor before you get in your car!

Is that even legal to not enforce something legally out of a matter of conscience? 

I suspect there will be legal challenges, an initial lack of enforcement, etc. so that the regulations likely will not be enforced until even later than July 2019. 

The problem is I dont think even the police (if it got to that point) would help enforce it at this point.

If you did find renters, then they wouldn't have to pay you - or at least, you wouldn't be able to enforce an eviction.The whole freaking universe has just gone into meltdown - its nuts. 

I quickly skimmed through the proposal, (not wasting my time reading something until it's passed into law), but I didn't see anything about a 10% equity to tenants or anything similar.Biggest things I noticed during my quick glance was a 5 year rent freeze, mandatory to open up to section 8 if the current tenant leaves creating a vacancy, and no discrimination based on prior law enforcement convictions.  

This could be considered retaliation for someone's efforts to claim or enforce their Fair Housing rights.
