Is it possible to have the tenant pay the utility costs if their unit in the property is individually metered for electricity, heat and water?

Hello all,I own a property in the city of Binghamton and have noticed a huge increase in my water bills.

I would also be interested in connecting with folks that might invest near Salt water flats and mangroves (redfish, tarpon, bones, permit and so many other). 

HOWEVER, if there was something obvious that was missed during the walk through then you can push them for some sort of compensation - think water leaks. 

Fuel oil and hot water heat is common in that part of the country.

I own a 4-plex in an LLC that has shared water and gas.

Not necessarily looking for RUBS or any sort of utility bill back as this is already in our business plan, instead someone who can come in and identify utility bleed over, and implement cost savings solutions primarily for water. 

Total monthly rental income $2,900 - $1790 mortgage =$1,100-$350 water/sewer/Reserves= $750 net monthly income x 12= $9,000 yearly x 10= $90,000.

Cozy, Zumper, Rentmatic, etc I've seen, but would love to know personal feedback from those who have used a service and any other words/wisdom, pros/cons, you may have.Thank you for your help!
