Write a letter to the address found in the tax records.

You write down the addresses and then go to the appraisal district to get the owners address and send them a letter or postcard.

@Brant Garner typically I am pretty risk adverse my main concern is that I will be able to finance it conventionaly down the road and sell it to another investor.

Any air leakage in the ductwork should be addressed and would speak more with the contractor about options you have at this point.
