@Justin Schaefer - I wouldn't consider it a red flag, unless of course you believe that it is somehow not up to code.

@Christopher Collins - In the absence of a clear response here, I'd suggest calling your local code dept or property inspector and asking them what is required as it could vary by locale.We had issues with chimney liners on a property and it ended up being more cost effective to replace the water heater and furnace to more efficient units that could be side vented than to redo the liner (basically cost was the same either way so made way more sense to replace).  

The dress code is the same when you are looking at houses as it is at Casinos or Neiman Marcus. 

While I worked at the IRS for a couple years, I got familiar with the Internal Revenue Code ("IRC").

I think you would benefit more from filtering your list- Location: Only use zip codes interested in areas investing in.. which areas are you looking at specifically? 

And having personal knowledge about how Oregon is pretty intense on enforecing these business and professions codes ..

There is nothing worse than getting stop work order from Code Compliance or losing a sale on a home because you failed to pull a permit.  

Does anyone have experience with this market  and have suggestions for specific zip codes to buy, property management companies, and agents?
