In the case of a bin being out front early, unless there is a police report showing someone broke into their unit and removed the bin I think you're claim would be well founded.

The tenants also ignore my letters, emails, phone calls and texts when I try to reach out to them. in one occasion I went to do a home inspection and they refused to give me access to the property and even threatened me to the point where I had to call the police. 

Do your homework on the specific areas, check the school districts, check to see crime, call the local police or building department and ask about that specific street (they shouldn't tell you anything but sometimes they do!). 

Call your lawyer first, but you should probably go straight to the police.
