A property that size would take me about half as much in the DC area.

We are able to consistently place good quality tenants with rents from 850-1200+ (depending on size and area) that stay for multiple years. 

I used comps with similar size sqft, same # bedrooms/baths, same neighborhood. updated comps are 40k-50k more than the seller is looking for. comps are in the 220-230 range, seller is asking for 170. lets assume an AMV of 225.

This is still 500 short of the advertised size  This one is not a good deal.  

Some of them are a flat cost no matter what the loan size is, and others are a percentage of the loan amount. 

I think the misconception that you have to have the same amount of debt comes from people assuming that an exchanger will not put in any additional equity, meaning they'd have to take out a loan of the same size (or larger) to meet the 'equal to or greater than' value requirement.

However, the size of the apartments in the building (especially the bedrooms) are about half the size of the apartment that we currently live in.

Look for properties that are of similar condition and finish, size and within 2 miles of your subject property.
