So in this case, if it were just the roof leak and with all other things being equal that the rehab is to get it to a 'better' livable condition, would that qualify for rolling rehab costs into the over all financing.

I have been Pre-Qualified with VA Lender and have applied for Pre-Approval, all docs sent in and waiting to hear back any day now.I have to figure out if a specific four-plex I've got my eye on is worth the risk and effort.

So if I am connecting the dots, if I were to use a licensed mortgage loan officer and a title attorney to create the note and all the associated paperwork, and we qualified our buyer very carefully, I should be able to sell the note sooner rather than later, and not have to take such a deeply discounted price that I lose all the profit that was in the deal? 

Seek out lenders that specialize in that area and get qualified with the lender you resonate with.

We went back and forth a few times and agreed on a price and wrote up a purchase contract using the Hawaii Realtor form without using a broker (no commissions).The buyer is also going to be my renter until we go to closing, expected in January which is 5 months away because they need to have 2015 taxes filed to qualify for a V.A. loan.

I plan to downgrade to a free as I don't even feel qualify for a plus. 

However, practically, if you record a memorandum to protect your potential buyer's option it will show on a title search and it may make it more difficult to find a lender who will loan the funds.If your tenant buyer is well qualified they could exercise their option at any time.
