The additional time it would take to self manage a 4 unit portfolio over a 2 unit portfolio is non consequential.

In my non-expert opinion, I may be able to rent it out for as much as $800, but I certainly don't want to count on that to make the deal make sense. 

Some things that matter:location (neighborhood, safety, freeway access, parking)amenities  (W/D, appliances, dishwasher, storage, garage, fireplace, AC, walk in closet, etc)number of bedrooms/bathrooms  (layoutcondition  (Is it clean, remodeled, dated, light and bright ...)Yard, privacy, balcony, One of the most important pieces affecting pricing is number of bedrooms.In short, spend some time checking comparables and then price accordingly.

You'll just have a very hard time finding a lender who would loan on a non-HUD mobile home.

I find it odd the title company would get the clean city balance squared away but not water.

The only issue is if it's "non warrantable" then that may be an issue but there's always a way.
