You wouldn't come out of pocket for these cost so she would incur the entire 6% so that's another 15k off of the list price.Lastly, I wouldn't focus too much on the price per square foot as a rule of thumb since your dealing with a large variance there.

It was remediated by professionals who originally thought they would be completing the re-installation of the  drywall they cut out in a 1700 square foot raised bungalow basement, 2 feet high along the entire perimeter and interior walls for a laundry, 2 bedrooms,4 closets,  a washroom, family room, and mechanical area.

This might be because the window well was never properly installed and run into the weeping tile around the footings, or it could be that it have gotten a little clogged over the years with dirt.
